Authorities around the world have introduced different measures to try to balance the needs of third-level education with those of public health amid an autumnal surge in Covid-19 infections. Students will encounter new rules, tensions and scrutiny in response to fears that universities and colleges will open the pandemic’s floodgates. At one extreme lies France where the government wants people back in lecture halls and tutorial rooms to bridge education inequities worsened by the crisis.   Foreign students in the UK have been plunged into financial hardship as they struggle to pay their tuition fees during the coronavirus pandemic and are blocked from accessing state support, charities warn. Dismissal from part-time jobs and a loss of financial support from family members abroad due to Covid-19 has left some students having to choose between eating meals or paying their course fees, which they are usually required to pay in order to remain in the UK. This is exacerbated by the fact that most overseas students are blocked from accessing state support because of the no recourse to public funds (NRPF) policy, which prevents thousands of migrants from accessing help from the government due to their immigration status. At least three in four countries – home to 91 percent of the global population – have imposed partial or complete border closures due to the COVID-19 pandemic, and roughly one in two human beings is living under lockdown as governments try to slow the spread of the virus. While perhaps necessary from a public health standpoint, the limitations on movement make it more difficult for people fleeing wars and persecution to access protection, and raise pressing questions about what special steps governments need to take to safeguard asylum seekers and irregular migrants in these unusual times.
